What happens when the repository owner has not prepared a zip file, and you just want a download to use yourself? There is an answer and you don't need to go though that horrid process to download software, install and register keys and whatnot on GitHub, etc.!
To clone that repository via a URL like that: yes, you do need a client, and that client is Git. That will let you make changes, your own branches, merge back in sync with other developers, maintain your own source that you can easily keep up to date without downloading the whole thing each time and writing over your own changes etc. A ZIP file won't let you do that.

Git also provides a different URL pattern where you can simply append the type of file you want to download at the end of url. This way is better if you want to process these urls in a batch or bash script.
I've been stumped by this too. The "Download" button is to the far right, but you also need to be in the top folder in order to download what you're seeing. Go up as high as you can to the parent/root folder and then look for the download button.

Run the standard macOS installer program, specifying the downloaded .pkg file as the source. The Technical Specifications Summary (TSS) is a list or manifest of all the structured electronic records files available online for a series or file unit description. This list includes the technical metadata for each file, such as the byte count, file format, record length (for fixed-length records), number of records, and file identifiers and names. This technical metadata is usually needed for using the files after they have been downloaded. For example, technical metadata can help users determine the appropriate software to use with the file.
For series or files where the agency transferred code lists or other documentation in a database or other manipulable format, those files are available for downloading along with the other technical documentation files. The importance of documentation for which values in health data correspond to PHI, as well as the systems that manage PHI, for the de-identification process cannot be overstated. Esoteric notation, such as acronyms whose meaning are known to only a select few employees of a covered entity, and incomplete description may lead those overseeing a de-identification procedure to unnecessarily redact information or to fail to redact when necessary. When sufficient documentation is provided, it is straightforward to redact the appropriate fields. See section 3.10 for a more complete discussion.
A second class of methods that can be applied for risk mitigation are based on generalization (sometimes referred to as abbreviation) of the information. These methods transform data into more abstract representations. No. The Privacy Rule does not limit how a covered entity may disclose information that has been de-identified. However, a covered entity may require the recipient of de-identified information to enter into a data use agreement to access files with known disclosure risk, such as is required for release of a limited data set under the Privacy Rule. This agreement may contain a number of clauses designed to protect the data, such as prohibiting re-identification.30 Of course, the use of a data use agreement does not substitute for any of the specific requirements of the Expert Determination Method.
