I want to create an app which will run on windows phone and windows 10. I have created a dummy project using.Net Framework 4.7.2 and tried to run in Windows 10.
Everything works fine except when I try to add a reference to the
XmlSerializer class. I get a compile time error saying:
'System.Xml.Serialization.XmlSerializer' is not defined.
I did install.Net Framework 4.7.2 on Windows 10. What are the.Net Framework version available for Windows 10 and Windows Phone? Do I need to install those frameworks individually for different platforms?

.Net Framework for UWP app
There is no UWP support for.Net Framework (just like there is no Windows Store App support for Win32 applications).
You must have a full.Net Framework-based Windows 10 (version 1803 or above) to be able to develop a UWP app (Win10 apps may use one of several.Net Framework versions, but they have to use the UWP framework, see below).
Note: There is no option to load a Win32 application, even when you have installed the.Net Framework 4.7.2.
Regarding the first link, you only have to download the.Net Framework 4.7.2 installer (direct link), as the version you are using does not support Win32 applications.
Windows Store apps can use.Net Framework 4.7.2 (like the version you are using), but they are not Win32, they are Universal apps (based on the Universal Windows Platform).
The Windows Store app is compiled into a native app for Windows (i.e. Windows Store apps run on Windows Runtime and are based on Windows Runtime APIs).
You can install Windows Runtime Components SDK (i.e. Microsoft.VCLibs.140.00.UCR.0) and then you will be able to use the WinRT APIs.
Note: Windows Runtime Components SDK (i.e. MSVCRT140.DLL) is included in the Windows 10 SDK (version 1803 or above), so you will not have to download the Windows Runtime Components be359ba680
